The fact that Drupal 4.7.0 has been downloaded 36693 times, doesn't  
mean there are 36693 Drupal sites.  Nor can we imply that all people  
who downloaded Drupal 4.7.1 are actually 9406 upgrading from Drupal  
4.7.0.
