Yes. But m poiint was that they should not lie in core. But in modules. 
user_themes.module, themedev.module, themeswitcher.module, print_style.module, 
group_style.module, sections.module and so on.

Why should one of these cases live in core, but not all the others? Hence my 
+1 to move them to modules.
