[development] We need an outliner (was Time to remove poll module from core)

This all comes down to one point:

we need an outliner to rule them all: forums, book module, blogs... 
they're all just containers for (CCK) node types.

Sorry I haven't evaluated the Category module outliner... it might 
really be in the direction I'm thinking of.
