The category_outliner module just mimicks the functionality of the
'outline view' feature in the book module (i.e. a view of the node
hierarchy as an admin page). Perhaps category_transform is more what
you had in mind? Category_transform mimicks the 'add to outline'
feature of the book module (i.e. it 'transforms' a node of another
type into a category or container).

I'm currently working on changing the category module to the event
module's model, of allowing any node type to also 'be' a category or
container type (this work is being sponsored). When this is ready, it
will essentially make the category module ready for the plans that you
have in mind.
