Perhaps if/after a conclusion is made, a summary of this discussion should
be placed on in the FAQ or Handbook, so that others can reference the
"general accepted policy" regarding this subject? I know that it has come up
a few times and it would be nice to have one document to refer and
change/update as necessary; keep everyone on the same page.

Thanks for clearing this up for me, personally at least. I'm a third
party integrator and have no ties with the Nedstat system. As such
I don't want to get either Drupal or Nedstat into murky waters as
a third party. So it seems to me at least I won't be committing my
module to avoid any further problems.
