[development] Drupal 4.5 unsupported

Hi there!

As of the last security release Drupal 4.5 is de facto unsupported. 
Contributed modules and themes are already no longer repackaged  (don't 
know who changed that and when). I plan to remove the existing tarballs 
from files/projects so that they are no longer for download. Please 
voice your objections soon (and you better have very good reasons ;).
