[development] standard dotinfo file "package" classification

I updated: http://drupal.org/node/64279#info  based on Morbus' suggestions.

Is the package field case sensitive?  The organic groups module is
using package = "Organic groups" (per, I assume, the new imperative to
use sentence case).
