[development] node access revisions

I noticed quite a bit of activity the last couple of days surrounding an effort to fold in na_arbitrator functionality into core.  
 
I'm not advocating either way, but does anyone know if it will be in core for 5.0?  It's been frozen out, yes? I'm just working on a access control related mod and was curious...
