[development] Looking for a maintainer for attachment and filemanager

I don't know if I can take over the module but I'd be willing to go in
and clean up the queue if you can't get a hold of ccourtne. I know
that when I was using the module he was elusive. I'd committed some
fixes back before you had to be specifically granted CVS access.
