I realy apreciate if you did the module, or we did together.  I already have a good understand of Drupal and I've been working with php for 4 years.

Just show me the direction (what core file, or hook).

We could use jQuery for the entire job, don't we?

  If you wish i am willing to write a module for it. sounds like something that should go in the 'util' module. util module already manages system module page as to which fieldset to be collapsed or expanded by default. this seems like a great add-on to such functionality.
