I agree that the 'Log Message' should have an option to be removed from
the form. More often than not, a client asks me to remove it from the
form via hook_form_alter.

CONDITIONALLY place the "Log Message" textarea/fieldset in the 
appropriate content type with a simple message explaining that 
"Historical copies of this content are being stored for archival sake. 
Please summarize any changes you've made to this content." ....
