[development] Node Weighting

A trivial implementation would be to maintain use of the sticky field in the
nodes table but allow values beyond 0-1.

That way, modules relying on zero/nonzero as previously would not see a
change, while modules aware of additional values could choose to order such
sticky nodes based on weight.
