[development] Short CVS outage this afternoon

Hi All,

I am going to very briefly shut down CVS pserver this afternoon at 1PM PST,
21:00 UTC. It should be no more than a 10 minute outage at most, but
avoiding commit or pulls during that period would be a good idea. Thanks!
