[development] Menu, theme and all registries rebuild

Hi,

Given how much you visit admin/build/modules during daily
administration (never) and given the bug at
http://drupal.org/node/193366 we have moved the rebuild functions from
the submit to the form itself. Aside from fixing the bug, this have a
very nice side effect of this bugfix which is going to be rather
important when you develop for the Dexterous Drupal with Drag and Drop
and Drilldown without Delay (aka D6): you can visit
admin/build/modules and your menu gets rebuilt and your theme
functions get recognized (schema and node type changes, too).
