[development] delay in publishing release on the project page

Hi,

I am rather new in the CVS, so here are two questions that will be 
rather basic for most of you. However, I could not find answers in the 
documentation.

1)
I have submitted a new official release (brilliant_gallery 5.x-2.1) of 
my module and it appears here http://drupal.org/node/171445/release
However on the project page http://drupal.org/project/brilliant_gallery 
it does not appear even after an hour.
Is this normal?

2)
While I have - presumably successfully - published the official release 
(mentioned above), I am not sure how to bump up the development snapshot 
version. It is still at 5.x-1.x-dev and I would like to increase it to 
5.x-2.x-dev. I tried to create tag DRUPAL-5--2-dev and then created a 
release, but that (erroneously) created an official release.
