As a comcast user, I notice that they only block your packets while you
seed, so you can still download from peers (and upload while you are
downloading). As far as University networks are concerned there should not
be any issues if using the web-seeding protocol as that uses the HTTP
protocol. For instance, if I were on my university's network trying to
download a torrent that utilizes web-seeding, it would appear to them (my
university) that I am simply downloading a file off of a server.
