Yes, it is. :-) Angie turned them off so that the handbook page  
doesn't turn into a discussion (which it has enormous potential to  
do). That is not what the handbook is for. If you see something that  
needs to be corrected on the page, you can file a documentation issue  
for correction (or of on the docs team, edit it). If you want to  
continue *discussion* about it then feel free to start a forum thread  
that points to it.
