[development] Choosing the N number for .install's hook_update_N

I wasn't advocating we /force/ any model, merely offering my preference 
of which particular method I find more palatable. We're agreed on the 
basic contention: There's Nothing Wrong and Do It How You'd Like ;)

If you're going to document what *you* think is reasonable, than one 
should also document the *other* camp, especially since we're both 
agreed that both methods have license.
