How about http://drupal.org/security/rss.xml ?

I think the Drupal Association front page is included the planet so no
need to do that.

While it's still enormously young, the Drupal Dashboard "Important
Module Releases" could be good:
http://drupaldashboard.com/feed-item/43  disclosure - I mark those
modules as important and have only been running the site for a month
or two (though I did the important cvs commits for almost a year now)
both of which are a relatively small amount of time.

Do you have to identify all the feeds up front or can you add more later?
