We'd need to reach an agreement in a similar way that we do reach
agreements about patches that go into Drupal: By discussion among
experts.

Since I am ultimately responsible for running drupal.org I of course
wouldn't agree to running a RCS that would likely exceed our servers
capabilities or put a lot of work on the table of the infrastructure
team by creating support requests.
