it's impossible to specify any version-specific dependencies in .info  
files, except the major version of core (6.x, etc).  this has never  
been something you can specify on the project nodes.  therefore, i  
have no idea what you're talking about, and probably the 1000s of  
subscribers to this list don't care to hear the debate.  i suggest  
you file a support request in the issue queue on d.o and let the  
people who are interested follow the discussion there.
