[development] Additional hooks for SSO modules?

I got this request on my issue queue for the cas module.

Given that there is a  request here for support of those who maintain  
SSO modules, I thought I'd see if there are others on the dev list  
with comments? The filter hook seems reasonable to me but the user  
transformation service does not.
