Here is an idea.
Perhaps what we need is admin/applications/ above all the modules that do
not
readily fit under the rest of the existing hierarchy (Content, Build,
Settings, ...).
- admin/applications/messaging
- admin/applications/og
- admin/applications/panels
i18n would not fit under there, but it could have a "Languages" heading with
others going under it.
- admin/languages/i18n
- admin/languages/locale
- admin/languages/translation
This would solve the issue for admin_menu, and also the clutter.
