[development] Is there a guide to working with languages in D7 ?

The recommendations for how to make your modules/site translatable 
have not changed much if at all between Drupal 6 and Drupal 7, and the 
documentation has not been added to recently, as far as I know.

The documentation related to languages is in these sections of the 
Handbook:
