[development] Setting up Drupal User profile email field permissions

Hello People,

I am using drupal 5.x, I want to show email field accessible to all users as
at the moment it is only accessible to only administrators, on profile page.
I tried by pulling view, but it failed.
Means: when admin access, say xyz.com/users/member1 , email is showing
there.
BUT, when a normal member say "member1" access "member2" profile page, like
xyz.com/users/member2 , he is not getting email field on profile page.
