[development] Moving to D7 beta

You'll find two big things that do not have upgrade paths for alpha7 ->
beta1:

1. Schema changes to 'filter' columns on blocks, user_signature, etc.
2. Taxonomy term fields broke and have to be updated

Both are supported by the head2head module upgrade.
