[development] $content shows in devel but not in page.tpl.php

This might be a typo, but in your initial message you misspelled $content.
Misspellings and typos could be the problem, and are also elusive.

I would inspect what is happening in the template_preprocess_page() function
for the theme. See what is populated in the template $vars.
