The correct use would have less to do with grammar and more with 
consistency among Drupal.  This has been changed to match the 
permissions page, which uses no capitalization whatsoever.  Configure 
node types seems fairly complete to me, what else should it say?  
Except, honestly, description on what publish, promote, etc, mean should 
be where you make the selection rather than the main config page.
