[drupal-docs] Handbook footer

It could also be a block, but a footer is the most intuitive.

So, can someone add this into the theme?  If this is just Drupal.org, 
then I guess that involves Steven, if it is for all themes, then ...  
Adrian for phptemplate engine?  Not the *slightest* clue how that would 
work.  ^.^  It is critical, however.
