[drupal-docs] Handbook footer

Right!  So, I have consulted with Steven.  He said Err.  ^.^

Out of his suggestions, a block would seem to be the easiest thing to 
implement.  Almost elegant, really.  So that's what we'll do.  You can 
argue after you figure out how to make a footer that won't interrupt the 
print view and would only be on ONE book, not all books.
