That's more of an organizational concern in some ways because the 
existing handbook structure may determine where the page should go. In 
other words, someone submitting documentation might not should be 
reorganizing pages so that there documentation can be no more than 3 
clicks away from the root.

Also, I'm not personally convinced that is necessarily a good "don't do" 
rule.
