[drupal-docs] Handbook Root books

So, right now, the licensing bit is covered also in a block.  Why not 
roll all the About the Handbook stuff into a block that is visible on 
every page, instead of making it it's own root book?  I don't think 
there's enough material there, and you get more visibility if it's like 
that.
