[drupal-docs] Handbook Root books

I like Anisa's idea of putting this stuff in a block, which could be
shown with each of the other books. This would be one way
to approach the "Help out with the documentation" message,
too. Can the new book block code handle this?
I would think, though, that the actual contents of this
'About the Handbook' should probably be a book too, or?
Also, perhaps it should have a more general title, such as
'About Drupal Documentation'
