nice ... If you are talking about Contrib modules, I suggest you write 
one web page with the improved descriptions and then send the URL to 
this mail list and devel list. Ask for objections. Once no objections 
remain, edit the projects on drupal.org with the new descriptions (you 
will need editor permissions - ask dries).  that web page can be on a 
wiki or anywhere else.

if you are talking core modules, then this part of the handbook is 
appropriate: http://drupal.org/features. for editing this page, you 
really just need permissions. ask dries.
