[documentation] docs for tagadelic

Hi there,

Kieran asked me to update my help pages for tagadelic and sections module. The 
latter will be overhauled for 4.7 so I think speding a lot of effort on the 
docs is not a good idea, yet.

Tagadelic however can use some love, the docs that is; Is any of you using it, 
or planning to do so? I would love to help you find the niftyness in that 
module, in exchqnge for a nice bookpage :)
