I like it a lot. 

I would like to add something to your idea of unpublishing content. 
IMO we can best do this the WikiWay; That would mean we must make the message 
about something being unpublished more verbose.

 * The article is old and no longer applies. Please «rewrite the post»
 * The article is new and awaits the approval of a moderator. «Read how to 
become a moderator»

Also, i think we should add a cron or a few PHP pages:
* List of articles that were not changed in the last XXXX months
* List of stubs SELECT nid FROM node WHERE LENGTH(body) < XX
* List of articles that are new and in moderation
* list of articles that were published before but are back in moderation.
