[drupal-docs] Move Blocks/Custom blocks page somewhere

I was looking at the "Blocks" page (http://drupal.org/node/472), which
currently lives at:
Admin Guide > Troubleshooting FAQ

There really isn't any "troubleshooting" info in any of the sub pages,
and the "How to show blocks only in certain pages"
(http://drupal.org/node/4285) is actually a question, not a
description.

Anyone have some ideas about where to put the Custom Block section?
Feel free to rewrite the "how to show blocks" page, as well.
