[drupal-docs] Move Blocks/Custom blocks page somewhere

I went ahead and aggregated the Troubleshooting page and the Custom 
Blocks section into one higher level section called "Blocks":

Handbook > Administrator's guide > Blocks

I killed some way old comments with questions answered in the current 
documentation, fixed the titles of several custom blocks entries to 
remove redundant words, and tried to change this page:

Handbook > Administrator's guide > Drupal modules and Features > 
Putting blocks with content in the sidebars
http://drupal.org/node/296

I want to roll this into the above mentioned blocks page, but I (as a 
site administrator) am unable to edit it.

I did go ahead and remove and move all the comments that were on this 
page.  Where they were pertinent I added them to the Blocks page.

Does, someone else have permission to remove node/296?
