is it really clearer? What if I am reading the handbook about our CVS 
repositories. And I realize that we have no page which describes how to 
use <programName> to access drupal.org CVS. The natural flow IMO is to 
click 'add child page' and begin writing. I think you are suggesting 
that someone write a forum topic and then pray that an editor sees it, 
and knows where the page belongs in the Handbook.
