[drupal-docs] Best Practices page

I am wondering if people think a 'Best Practices' guidelines page might
be useful under the Administrator's Guide.  List a couple items that may
help people new to site management or Drupal avoid some common mistakes.

I am thinking (rough outline)

Make a backup of your site (link to backups doc -note add instructions
about using dba module for backups on that page)
Set up a test site using your live data to
 1.  Test your backups periodcally
 2.  Test new modules/custom php blocks without risking live site
downtime
 3.  Test your site upgrade proceedure before risking your live site
Keep a copy of downloaded modules with the site and backups to more
easily recover from issues.
Create sub directories in modules for each contrib module you install.
