It pointed to the index page of the API documentation, which was
technically correct, but not not a direct link to the module hooks
documentation. I updated the link and changed the link text to be
more descriptive.
All API documentation links are for HEAD, the reason being those links
are less likely to require updating when Drupal releases its
subsequent versions.

I removed the link (and made a note of the URL in an HTML comment
adjacent to it). Also, I updated some other links so that they point
directly to specific sections in the API documentation and that the
link text is more descriptive.

Looks like you're right. Is the Title module enabled or working
correctly on Drupal.org? Regardless, I wasn't able to edit the
/features page (i.e. no edit tab when logged in), so it remains
pointing to a non-existent page.
