I think Kieran's listed most of the reasons as to why to make the 
admin/help the first page for the documentation in the guide. 
Pragmatically, it seemed the best method.

As for (2), depends on where you mean: admin/help pages or child pages. 
One goal for creating the admin/help was to provide an overview of the 
most common features/benefits. There's a lot we could add as additional 
help in sub pages and we may find, through user interaction with the 
admin/help, that some specific things might be absent that should be 
mentioned because they represent the most common needs of users.

Meanwhile, the sub-pages will represent more detailed explanations; some 
might be howto's. For the moment, a good start would be to revise/expand 
the "old pages" to serve that purpose. Or someone might want to work on 
importing/revising some of Bryght's howto's.
