This should be developed on Drupal.org.   If we can't get Drupal.org  
to meet our needs then Drupal.org needs to change.  The documentation  
team should not be restricted by the limitations of Drupal or  
Drupal.org, nor should the documentation team accept a less than  
perfect solution for our needs.

We recently used the Bryght wiki for the administration handbook and  
it was great.  However moving all the documentation over was a bit of  
a pain and it lead to confusion because much of the work had been  
developed off of Drupal.org.

I'll be taking this issue up with Charlie in person today at the  
Drupal writing conference at Stanford.
