[drupal-docs] Admin help documentation patch for Drupal core plus testing site

Hi, we have a patch for the administration help for Drupal core.   
It's a really big patch.  It took a while to make it, a long while.    
Before we subject Dries to reading 31 admin help sections and  
checking on all the links to make sure it works, it would be greatly  
appreciated if a few people could try applying this patch or help  
review it on a site we have set up.

You will need an account with administrative privileges to use these  
pages.   If you have an account already on our demo site, or have a

admin privileges.
