[drupal-docs] Moving handbook to docs.drupal.org

So, the "move handbook to docs.drupal.org" was "assigned" to Bryght.
Which really just meant writing up some pros and cons and getting the
discussion going.

Pros
* gives us a clean slate and a dedicated place to work on documentation
* might be a good way to encourage working groups on Drupal.org, and
support/help on docs.drupal.org

Cons
* Might be confusing for users
* How do we integrate/close the loop around forum posts? An
interesting approach might be to move all support-type forums to
docs.drupal.org, and leave the forums on drupal.org more for
organizing working groups and other more focused discussions.
Essentially, docs.drupal.org would become a "newbie" area.


Tasks to complete:
* set up new docs.drupal.org with shared user/session tables
* determine structure (e.g. what permissions, what other modules are
going to go there -- I think glossary would be a good one, since we
could define things like chmod and FTP there, etc.)
* export handbook pages (sort of done, needs to be done again) and
import into new location, plus merge with CS, Bryght, and DevSeed
* redirect URLs to new location; we might not care, in which case we
just put a note saying it has moved

I've stuck this on the wiki:
http://dev.bryght.com/t/wiki/DocsDrupalOrg -- so perhaps we can
discuss here but then put concrete notes/items on that page.
