[drupal-docs] Moving handbook to docs.drupal.org

If this becomes a general newbie area and drupal.org will become a 
"product website", then it would be better to name this somethind 
different than docs.drupal.org... I don't have suggestions now though, 
so my suggestion might not be that useful :)
