[drupal-docs] Moving handbook to docs.drupal.org

What are the things that are frustrating for finding out what info is 
for the user and what is for the developer?  Leaving the bit about the 
user aside, it's my understanding that for drupal, most of the 
development discussion goes on in the devel list, the documentation on 
the various hooks and such are in docs.drupal.org..  Is there anything 
else?  Well, the cvs, I suppose.  Perhaps the forums might get a bit messy.

It's not so much I am against the new site is that it shouldn't be made 
just as a place to kick the newbies off to...  It should be made because 
you can more effectively do what needs to be done by having this new site.
