We write admin/help for 60 modules and then revise over and over and
over again until we come up with further refined style guidelines.
Note, we have to get some thing written down to revise first :-)

Yes.
1) Provide help text for all 60 modules.
2) Provide links to administration interfaces in the help text.
3) Use the usability technique of information hiding by providing
links to the configuration and customization handbooks.
