[drupal-docs] [drupal-devel] XML-RPC docs

This idea of what is Drupalish and what is not Drupalish is...  well, 
it's all Drupal, isn't it?  The good, the bad, and the hideously ugly.  
In any case, personal opinions don't belong in the handbook.  Not even 
my personal opinions.  ;)
