[drupal-docs] Moved contributed module handbook pages to the administration handbook

Hi, after much discussion I have moved the contributed handbook pages  
from handbook v2 to administration handbook underneath the Drupal  
modules and features section.  I gave it a weight of 10 so it's after  
all the Drupal core modules.
